Adding tests for built-in rules for TLS and Remote Debugging

Description

• Add tests for built-in rules
• Update rules for TLS to catch older TLS versions specified alongside current "1.2" version
• Fix bugs identified in "in" and "regex" operators when inside a "not" expression (closes [BUG] Regex and In operators report incorrectly when inside a "not" expression and evaluated path is missing #252)
• Update TestRunner for built-in rule tests to ignore duplicate lines reported for now - updates to TLS rules result in more duplicate lines being reported, which should be fixed somehow (issue to be created when merging this PR)

*Note: this PR depends on the changes in #250, so marking as draft for now.
