feat: Add support for StandardV2 SKU in avm/res/network/public-ip-prefix

Description

• Added skuName parameter to support configurable SKU selection.
• Added support for StandardV2 SKU.
• Removed hardcoded Standard SKU value.
• Added new test case for StandardV2 SKU.
