Add hardware-specific cert tables. Github issues are now parsed for the
proc-XXXXlabel, which contains the processor series number that the tests were run on (7003, 9004, etc). The corresponding table in docs/certification.md is updated. If the issue's milestone matches the native processor series (i.e. milestone 3.0 for milan 7003), the main README.md table is updated as well.Additional changes:
