This pull request introduces support for bLIP-18 inbound fees, as specified in the BLIP-18 proposal. The implementation updates the routing and relaying logic to account for inbound fees in accordance with the bLIP-18 standard.
This pull request is based on the current stable Eclair version, v0.13.1, and is fully backwards compatible, guaranteeing a smooth transition for existing users and minimizing potential disruptions to the network.
