Clarify how we think about pre-initializing infra for workshops#282
Conversation
Our infrastructure changes in 2025 mean that communities rarely need to pre-warm/pre-initialize infrastructure; most events can start without intervention on our part. This PR changes the language to help hub admins plan ahead for exceptionally large or compute-intensive events.
