decoding test fails

Test cases are not running clean. Here is the current output using the setuptests branch

Doing a simple test:

Create a file f1.txt tagged as ISO8859-1

zstd f1.txt -o f1.cmp
zstd -d f1.cmp -o f1.txt2

f1.txt2 will be untagged and not compare equal (if it gets tagged, it will then work)

Question is what the right tagging to do? Should it 'remember' the tag or just always tag it as ISO8859-1 ?

Error has changed:

test : too large compression level => auto-fix
Warning : compression level higher than max, reduced to 19
error: numeric value overflows 32-bit unsigned int

We should also change zstd to continue running tests when one fails.
