Rename rosplan_interface to something like rosplan_pytools

ROSPlan uses the rosplan_interface_ for ROSPLan components that interact with KB and PS, so current name of this package is not good. As this package is a set of tools (add actions, access KB, etc) a better name for this package could be rosplan_pytools.
