Add continuous integration to match heroprotocol

Contrary to my initial observations, Blizzard regularly updates Blizzard/heroprotocol (more specifically, on each patch) so this repo gets outdated pretty quickly.

We need to implement a CI/CD pipeline to match their commits and publish them as Docker images.
