Python version? requirements.txt?

I wished I could get this app running. It's very much what I'm looking for. However, without a hint of which Python version is applicable and a working requirements.txt file it's too much of a pain for a beginner like me.
Can you provide the info? At least I want to get it running. And continue from there on. Thanks!
