Allow different linting configs to apply differently on separate subtrees #251
Description
The wordpress-develop repo has a .jshintrc in https://github.com/WordPress/wordpress-develop/blob/master/.jshintrc but it also has one in https://github.com/WordPress/wordpress-develop/blob/master/tests/qunit/.jshintrc
Currently dev-lib is not honoring the situation where there is a nested config.
