TLS 1.3

When i send request to any web url with installed only TLS 1.3 i got error and connection close:

SSL handshake error. SSL routines::tlsv1 alert protocol version.

How fix and make support all the TLS versions (1.1, 1.2, 1.3)

Server installed
Ubuntu 24.04
PHP 8.3
OpenSSL 3.0
