AWS configure --profile fails when plugin installed

with [plugins]
endpoint = awscli_plugin_endpoint

% aws configure --profile test set aws_access_key_id 12345
The config profile (test) could not be found

without:
[no error]

btw workaround is as follows

% echo "[profile test]" >> ~/.aws/config

Then the command will work

% aws configure --profile test set aws_access_key_id 12345
