Unable to compile PreAlpha IV in Delphi XE4 #3

What steps will reproduce the problem?
1.Download LLVM-Pascal-pre-alpha-IV.zip
2.open llvm_pascal.dproj in XE4
3. press Shift + F9
What is the expected output? What do you see instead?
Compiled OK
What version of the product are you using? On what operating system?

cannot resolve DecimalSeparator and ThousandSeparator in constructor
TScanner.Create, and reports numerous Left side cannot be assigned to errors
when attempting to assign to constants.
