I added --quiet and --config option

Hi,

Thanks the project. I added --quiet option that permit a faster execution,
I added --config option that allow to specify a custom directory for the .rvtools.conf file.

How do you want to proceed in order to see  a PR ? Can you open a branch inside I could commit my changes ?
