Outdated links in header of working group home page

I noticed that the links in the header are out of date. I'm happy to open a pull request, but first wanted to confirm the most appropriate URLs for the updated links.

• Charter currently links to https://www.w3.org/2021/02/webperf.html, which states that it has been replaced by https://www.w3.org/2023/11/webperf-charter-2023.html. This seems like a simple one.
• GitHub currently links to https://www.w3.org/PM/Groups/repositories.html?gid=45211, which states it is deprecated and points to https://www.w3.org/groups/wg/webperf/tools/. We could link directly to the Github repositories heading by using https://www.w3.org/groups/wg/webperf/tools/#repositories.
• Twitter is working, but should we rename it to X or X/Twitter and update the link to https://x.com/webperfwg?
