looking for ideas how to connect a case number to a proper citation

I need to pull citations for the cases I find from time to time. I understand only the Supreme Court ones will have a reporter citation (e.g. 1 US 23), but case numbers for other cases. Is it possible to connect case numbers to reporter citations? E.g. if we had docket numbers, I could connect those to the datasets from Courtlistener and Harvard CAP project. Thank you!

I am not able to provide support on courtlisterner, but from your example above, it looks like both courtlistener and GovInfo have 2:17-cv-03195 metadata in common.
