Scrolling Bug on Chrome 137 on MacOS

~forfel-norfel is reporting the issue where clicking on ecosystem the site starts scrolled partially down the page and then scrolls to the top. This probably has something to do with the way the (non)existence of the hero section scrolls. A comprehensive fix should include a more principled way for the `LayoutFrame` component to handle scrolling with anchor links as well.
