Allow creation of assignments with only a final submission component

Some assignments (e.g. F1) don't really make sense for the traditional three step initial peer final system. The website can already handle displaying a table / calculating grades for assignments with only a final component because of the oopsie mechanism, we could just reuse that logic but add a new way to trigger it if the assignment is marked somehow as only having a final submission.
