denis: check whether student requested oopsie before assigning them peers

Usually when folks request an oopsie that means that they do not go on to send an initial submission and the existing logic of excluding them from the peer circle works, but there is an edge case where they might send an initial submission but worry that it is inadequate and request an oopsie that leads to them having taken the oopsie but still getting peers to review which is bad.

Maybe we should also disable the oopsie button for a given assignment once the student has made an initial sub (though that would not be sufficient because you could always try to send something later after requesting an oopsie)

We could also maybe map what would normally count as initial submissions based on timestamp into the "final submission" component for students who have already requested an oopsie, but I think that doing that might be more intrusive / complicated. Maybe the combination of the above two would be sufficient to obviate the need for the check in denis, but I think it is worth to have it as a form of defensive programming anyways.
