xconfig.Load() should have a way to support case sensitive keys

It currently uses Viper behind the scenes, which forces case insensitive keys.

Potential solutions:

• Stop using Viper
• Fork Viper and add a setting for case sensitivity.
• Convince the Viper people to accept a pull request that adds said setting
