Add the CHANGELOG to the ignored prettier files

The changelog is auto-generated and doesn't seem to comply with prettier settings, which always lead to a failed formatting action run. We should either ignore the file, or find a way to run prettier on the file before it is created to avoid having to manually fix it every time a new version is released.
