Overflow does not respect placement window height

Steps to Reproduce

Steps to reproduce the behavior:

1. Set voice overlay window to 'floating'
2. configure overlay window such that 'floating_h' is less than 1 (I used floating_h = 0.529167, but anything will work so long as the window is less than the height of the monitor)
3. populate with test data >= 100

Expected behavior

Column 2 would begin with Player 34

Problematic behavior

column 1 does not end right were column 2 picks up. (In my example, column 1's final test value is Player 33. Column 2's first entry is 57)
