Set sass version pin to stop warnings about obsoleted deprecations #1069

Before proceeding, make sure there isn’t an existing issue for this bug.

  • I have searched the existing issues and determined this is a new bug.

Expected Behavior

quire build should not produce extraneous sass warnings, especially with many deprecations already silenced in the sass configuration.

Actual Behavior

quire build produces this warning (3x):

WARNING: mixed-decls deprecation is obsolete. If you were previously silencing it, your code may now behave in unexpected ways.

Steps to Reproduce

  • Start a new publication with quire new test --quire-version 1.0.0-rc.35 (currently latest)
  • Change dir into the publication and run quire build or quire preview
