  The minimum viable product for this API involves the ability to store both instant reports (PopUpReports) and long-term reports (currently called Locations), and search on them by a few parameters. Requests are sent via JSON, which are uses to query the DB and populate a list that will return the required results. It will include basic provisions to deploy on Heroku for the short term. This will include some provisions for the mobile version, but will focus on web API connection.
