How about adding a module manifest file? (.psd1)

First, thank you sytone (and other contributors) for putting this code out there. I really appreciate it.

I've opened a small PR (#5) with tweaks to get it working on my system (Win10/PowerShell 5.1, with StrictMode turned on). How amenable are you to other changes? For instance, I would like to eliminate the `Enable-OneNote.ps1` script, and replace it with a module manifest (.psd1).
