Add ability to link newly created file to existing one

It would be nice to also be able to e.g. update files via pp script if they do not have the same name, but share nearly all content. An example would be Kernel/System/Ticket/FieldRestrictions.pm <-> Kernel/System/ITSMConfigItem/FieldRestrictions.pm
