Make sure README contains all steps necessary to run playbooks + role

The [README](https://github.com/sunrisemovement/devops/blob/master/README.md) is outdated and incomplete. It should contain all of the information/instructions needed for someone to run the code in the repository and re-create our servers as they currently exist.
