master branch /tag latest doesn't pull 7.1.0

Hello,

I saw that the tag latest is not pulling the 7.1.0 but the 7.0.3 as well that 7.1.0 hasn't pushed to the master branch.
Is there any particular reason for holding the push?

This was due to the new password requirements in 7.1.0 that break the current setup. Will need to come to consensus on how to handle the password setting before making it master. All suggestions welcome.
