Dev: Figure out how to run the darn thing

Currently, we don't know how to run the Help Queue Locally. Lets fix that.

I'm thinking we set up a docker container. We'll see how this goes.

We can't really do #1 or #2 or #3 until we can figure this out

The other option @19mdavenport pointed out to me in person is that the great @pawlh in theory made a Vue/Typescript based help queue. We could just use that (it still needs work reportedly). We'll bring it up on Thursday. (Docker container seems to be out of the question with the current set up due to how the BYU Pluto server works)
