Replace API with Monorepo

rn; skowt v4 (monorepo) is stored in dromzeh/skowt-monorepo-temp 🔥

need to fix some bugs - update readme/docker setup etc, straight overwrite into main as 1 commit, keep current main under cloudflare-old for reference; also worth setting up pre commit hooks (force conventional), branch protection, oxc/fmt ci/cd

have to somehow nicely transfer over railway too without causing downtime or reconfig of everything, should be quite doable

afaik all CI/CD and docker config stuff can probably be "stolen" directly from originoid - some edge case tests are missing but it's fine

i do not fear downtime, the downtime fears me 💯
