fquantizer patch for building with fplll 5.2.1

Building with fplll 5.2.1 runs into some problems with fpminimax.cpp
due to various name changes (i.e. getData is now get_data). The platform
I'm using is FreeBSD 11.3 with the OS supplied compiler (clang version 8.0.1).

Patch enclosed.
