ISO download speed is poor over HTTPS #216

When downloading from isos.secureblue.dev to the United Kingdom with a gigabit link to my local ISP, the download progresses okay (~20 MiB/s) then stalls (to 30 KiB/s or less).

Trivalent reports 22.4 KB/s after 1028 KB downloaded, 3 days remaining.

Another user has reported:

is there any reason why, when I try to download a secureblue ISO using ethernet, it's fast for 10 seconds, then goes "1 hour left, 7 hours left, 2 days left" and few more minutes later it loses connection


I can sporadically reproduce this behaviour using VPNs from across the world with no clear pattern, so it doesn't seem to be caused by R2's lack of global replication.

However, if I upload a secureblue ISO to my own R2 bucket (in Western North America) and download directly from the public development URL to the UK, I do not experience this problem.
