Improve error reporting when $HOME/.chos is invalid

If a user's $HOME/.chos contains an invalid environment, an error message will be printed to the system log when pam_chos attempts to CHOS the user into the invalid environment.  However, insufficient or no feedback is provided to the user.

This can be confusing to users who are unfamiliar with CHOS.
