The present User Guide still mentions " (...) the freely distributed Microsoft Visual C++ Toolkit 2003.", which is not available anymore, and even if you insist in getting it, be it via an older backup or browsing the Internet Archive, it is reported it doesn't install in modern Windows OS. The toolkit is twenty years old!!

On the other hand, I managed to build the current 3.2.0 sources using the VS2015 x86 distributed by Microsoft, using the batch file as suggested by the docs.

I'm aware the present offering is Visual Studio 2022, but it doesn't seem to make a difference pertaining the command line tools, so I think my report here stand as useful.

So I suggest we replace the link in the User Manual from http://msdn.microsoft.com/visualc/vctoolkit2003/ to https://visualstudio.microsoft.com/.

Also as part of a cleanup from artifacts of the past, I suggest removing the .PIF files which do not work in modern versions of Windows.
