Notify when Cursor is in Department

Some departments are so large, it's hard to tell you're putting a flight in a department because everything is in the department if that makes sense. It's actually still on the prod icarusmap server, but got lost in the git repo since then (not sure how that happened).

I think recreating that would be ideal.
