The master html file is located here:
C:\program files\R\R-3.5.1\doc\html\index.html
and the fullref.pdf file is located here:
C:\program files\R\R-3.5.1\doc\manual\fullrefman.pdf

Add a link to fullrefman from index.html is a good option as well. I often, use fullrefman.pdf because equations are rendered clearly in the pdf manual of a package.
