Suspicious files per RSE in Web UI

This page is useful
https://rucio-ui.cern.ch/suspicious_replicas
because it represents problems for files needed by active tasks or users.

So I think we need something similar in the new web UI. The default view should be a table ordered by descending number of suspicious files grouped by RSE. We would monitor this in the live page.

Motivation

Preempt user files access problems, by ticketing bad site.

After some discussions today, we would like a list view of RSE with a count of suspicious replicas. Then the user should be able to dig into each RSE, inspect the replicas ( + traces, declare them bad ).
