Implement FileIn, FileOut

Need to FileIn the base image from NVRAM.

Need to load and save image over eia0 -- some kind of file service on the other end.

Maybe support SREC or Intel HEX formats, allows import/export of binary at specific addresses.
Maybe use it to update the chargen as desired.
