syncing videos with different start times

I am not sure if this is possible. If not, then I would like to request it as a possible feature.

My use case is to sync two Twitch streams that I have downloaded. In my example, the one stream starts around 31min20s into the other. I have picked a point in the two videos around which I would like to align (e.g., 23m25s and 54m45s).

Is this currently possible with syncstart?

Not directly, but you could copy a bit starting from your wanted start times using ffmpeg, then sync the two copied videos to get a correction to you start times.
