Refresh button if no Internet

Having a refresh button could be nice in case we're not connected already

You can also add a delay for initialization and data fetch on the first extension load and system wake up. This approach is used in the OpenWeather Refined extension.

@Noobsai this extension does wait and tries every 5 seconds I think for a max of 10 times. After 10 times it stops trying for a while.

I haven't actually pushed the feature yet— but it's almost there.
