Which tool allows to extract notes/cards with a particular tag from an apkg file?

Let's say I have an apkg file about which have the tags

• HTML
• CSS
• JavaScript
• SVG
  and I want to extract all notes/cards with the tag 'CSS' and put them into a new apkg file.

I've pushed standalone script to move cards between collections (link). It abstracts cards search, for tags the query would be tag:<tag-name>
