[@Properties Notifications] Do not send app submitted notifications for apps in Partial status

Issue

When the landlord email is updated on an existing @properties form, we resend all of the previously submitted applications to that form.

Currently, we are not checking the status of the application object, which means we will sometimes send applications in partial/incomplete status.

Impact

This causes the landlord to receive notices for applications that they cannot view. Confusing.

Ideal behavior

Before sending notifications, check that apps are in a complete state (submitted, accepted, rejected)

Urgency

Not urgent- does not impact many users, and not frequently.
