update handler run behavior

have it check for callbacks
if no callbacks, not implemented error like it does now
if callbacks, just run them and no not implement error

This allows you to use the convention of "mixins always add behavior to callbacks" and doesn't force you
to implement an empty run method on a handler whose mixins supply all the necessary run behavior.

Ideally this would be added to Sanford and Qs as well.
