We probably need to do a full rebuild if we add a template to init.py that previously didn't exist. I'm adding templates to the array in the package (via init.py) and they're not being tested, probably because they were pre-built in master while not defined in the package as templates.

Alternately, we should skip building templates that aren't in init.py, which would also fix the lack of initial test.

I'm not sure I understand this. Templates are only tested/updated when they are different from the same template already in the published path. So if a template has an identical structure (not necessarily printed the same) then a template will be considered unchanged.

As long as the end result is exactly the same and the previous template was tested their isn't much point in running tests against the new one. Also if full rebuild is needed all that needs to be done is the original templates need to be deleted before running jetstream.

After discussing this offline it would be trivial and can be helpful to add a flag to force a test.
