Declare the CLDR version #1237

Feature request
Declare the version of CLDR data used in the Python code, so third-party packages can read it. It is currently only available as part of a download URL.
Rationale
I want to link to the CLDR documentation to provide my users with additional background information. If a version number were to be declared, I would be able to ensure that any CLDR documentation I link to is for the same version as the CLDR data that Babel uses.
