Support Adding and Deleting Maven Packages in Pulp

The pulp_maven plugin currently does not support adding or removing maven files from a repository. The most it can do is to mirror a remote. It would be good to have this feature included as there is no support for groups/virtual repositories in pulp currently and adding this feature would at least allow users to aggregate the files into a single repository.
