Import: manage diamond dependencies

For publicodes-voiture I import @incubateur-ademe/publicodes-commun and @incubateur-ademe/nosgestesclimat which also depends on @incubateur-ademe/publicodes-commun.

We need to determine a way to manage this kind of dependencies, a minima add warning when a rule could be overwrite.
