Add continuous integration

The DateTime.Examples.UnitTests package already has many unit tests. We want a continuous integration pipeline to execute those automatically.

Options

1. Set up GitHub Actions in this repo and use
2. https://github.com/pstelzig/MoPyRegtest for regression testing the above unit tests
