It is not a really justify algorithm

I read this project's justify algorithm, but I don't think it is a really justify. 
this algorithm only dispose the white spaces in the text. but the really justify algorithm can justify the text with no white spaces.

especially, when the text is Chinese, the algorithm is not usable.
