Clock is stuck only updating on the hours with a hanging minute value.

The clock used to work fine but not it only updates on the hours. It is stuck at HH:06. So it currently looks like this

but the time is 3:22PM

Once 4PM rolls around it will turn to 16:06 and be stuck like that for the next hour.

Here is the time format that I'm using:
HH:MM ddd YYYY-MM-DD

The update interval is 1000 ms.

I'll add that when I enabled the seconds it went from 15:06:59 to 15:06:00. Just looping around the 6 minute mark.
